Europees onderzoek wijst uit dat de meest toegepaste open source GIS applicaties volwassen zijn en het kunnen opnemen tegen de traditionele ‘gesloten’ spelers in deze markt. Overheden beginnen in te zien dat open source software belangrijke voordelen kan hebben boven gesloten. De marktpenetratie van open source GIS software op gemeentelijk niveau is conservatief geschat ca. 5% (totaal zijn er ongeveer 460 gemeenten). Het aantal gemeenten dat zich op dit moment op dergelijke software oriënteert is ca. 100. Het is nu aan de open source GIS gemeenschap om professioneel in te springen op de geboden kansen in de markt.
