Governments at all levels try to address the phenomenon of open source from different angles. The interesting characteristic of open source at an early phase in the life cycle is that it is very hard to identify a structure or the key players to address with policies, subsidies and support. This track will offer a platform to discuss what patterns are recognisable and which policies may be required. The Dutch environment typically avoids any outside pressure from business or government authorities, but is this true for the whole of Europe? Enrica Chiozza, project officer of the European Commission, compares open source communities to "digital ecosystems" as they are described in the world of e-commerce and small and medium enterprises. Marc Bressers will present the status of the Dutch initiative. There are two European Projects to add their experience: Stratos will present the initiative to seek the information gap about Open Source for SME's and Calibre will present the University collaboration with large Industries to investigate Open Source on an European scale.
