The internet and digital video and audio solutions have empowered consumers and civil society organisations to produce and distribute content on a scale that was unimaginable a decade ago. Production of high quality content by individuals and small organisations could benefit a lot from using archives and other sources of (raw) material for new creations. However, current copyright models are blocking access to huge amounts of - often publicly financed - works that are locked away in the archives of broadcasters, musea and other institutions, thus effectively making re-use of this material impractical for all but a select few.
Modelled on the success of the FLOSS movement a variety of open content projects and tools have emerged over the last couple of years. Wikipedia has evolved into the biggest on-line encyclopedia. The BBC has recently declared to release parts of its archives under an open content license. And there are now more than 10 million Creative Commons licensed works available on the Internet.
Questions
In this session we want to have a look at the status of open content projects like Wikipedia, the Internet Archive and Creative Commons. What has made these projects successful and what can we learn from them? A special focus of this session will be on formulating strategies for a broader adoption of open content licenses and practices in the educational sector and digital heritage sector (archives, musea & broadcasters). What needs to be done in order to make open content attractive as an alternative way of distributing and managing content in these sectors? What issues need to be resolved before institutions can implement open content strategies? Do open content models provide us with opportunities to reduce transaction costs and improve participation in the educational sector?Speakers
